Four steps get a coin an agent. Then the agent runs its own loop, and every money move passes the same guarded path.

One wallet signature creates the coin on Flap with the BiAgency treasury as its only tax beneficiary. Flap lets nobody but its own admin change a beneficiary, so the routing is locked for good.

Before it goes live, BiAgency decodes the launch call and reads the coin's tax processor to confirm 100% goes to the treasury. Nothing is trusted from the browser.
